Registration of a marriage

1. Service requests
Persons wishing to enter a marriage shall submit a joint application of a specified sample to the family list section following a previous record. Adult Latvian citizens or adult non-citizens of Latvia may also submit an application regarding the entering into of a marriage electronically to the family list department in which they wish to enter into a marriage, if the application has been signed with a secure electronic signature and has a time stamp. If the marriage is intended to be registered in a church, the family list department shall issue a statement regarding the examination of the documents necessary for registration of the marriage. The Marriage List Division shall be registered not earlier than one month and not later than six months in the presence of persons entering into a marriage and two adult witnesses. A marriage certificate shall be issued after registration of the marriage.
Persons wishing to be married must come to the family department after their prior recording.

Receipt of services documents required:
1) an application;
2) a personal identification document;
3) persons who have previously been in another marriage must present a certificate of death of the former spouse or a divorce certificate, an extract or a statement from the entry of the divorce act, a legal judgment in force with which the marriage was divorced or invalidated, an extract or a statement from the marriage register with a note regarding such judgment;
4) if a person who wishes to enter a marriage is a written permit of a minor - the parents or guardians of a minor, or the Orphan's Court;
5) to a foreigner - a document issued by the competent authority of the relevant State regarding the fact that the person does not have obstacles to entering into a marriage in the Republic of Latvia - the document must be legalised and translated in the official language of Latvia in accordance with the specified procedures.

2. A service charge
State fee for registration of a marriage in accordance with Regulation No 906 of the Cabinet of Ministers of the Republic of Latvia, Regulations regarding the State fee for registration of civil status acts - EUR 14,00.
You can pay the national fee in person with Master Card, ALL, ALL Electron, Maestro billing cards. It is impossible to make a payment in cash and with American Express credit cards.
The payment of the State fee may be credited to the settlement account of the municipality of Riga.

The State fee shall be released by producing a document certifying the relevant status (the State fee shall not be charged if one of the persons registering the marriage has that status):
- a person with an I or II disability group;
- a person who is dependent on the full state or local government;
- a person who has been recognised as poor in accordance with the procedures specified in regulatory enactments;
- reaching the age of 24 for children orphaned or without parental care;
- a multi-child family, if it has one declared place of residence or additional address for at least three children in care, including those placed in a foster family and under guardianship.

According to the Riga City Council decision 01.12.2021., fee No 1047:
- a formal registration of a marriage at the premises of the family register unit EUR 70,00;
- registration of marriage in custody EUR 79,00;
- registration of marriage outside the premises of the family register section 199,00 EUR
