Receipt, issue and cancellation of a licence card for the performance of commercial passenger transport by taxi in the administrative territory of Riga City

1. Service requests
In order to deal with the commercial carriage of passengers by taxi in the administrative territory of the relevant local government, it is necessary to receive a special permit (licence). Following the decision of the Taksometru Licensing Commission of the Transport Department of the Riga City Council (hereinafter - commission) regarding the issuance of a special permit (licence) to a carrier, the commission shall take a decision - to issue or to cancel a licence card for each vehicle that is used for the carriage of passengers by taxi. A licence card shall certify that the carrier has received a special permit (licence) for the performance of commercial carriage by taxi as the owner or holder of a vehicle in accordance with the procedures specified in regulatory enactments.
The service may be requested by the Transport Department of the Riga City Council in person, by e-mail or by use of an e-service. The service applicant must submit an application for the issuance of a licence card, a payment order for the payment of the advance payment of the mandatory contribution of the State social insurance, a payment order for the issuance of the licence card. An application must be submitted in order to receive and cancel a licence card.

2. A service charge
The fee for issuing a licence card shall be:
EUR 17,07 (including VAT) per month if the carrier receives a licence card for a period of less than 3 months; EUR 14,23 (including VAT) per month if the carrier receives a licence card for a period of 3 or more months. Advance payment of the mandatory national social security contribution of EUR 130,00 per calendar month for each vehicle indicated for the issue of an application licence card for the commercial transport of passengers of the carrier. The fee for the license card must be transferred to the account No. LV18RIKO0023400004010 (Latvian branch of Luminor Bank AS)

3. Receipt of services
The decision of the Commission of the Transport Department of the Riga City Council regarding the issuance, receipt and cancellation of a licence card shall be sent to the carrier electronically.
