In the cases provided for in the regulatory enactments regulating construction, persons shall be required to receive technical regulations of the Transport Department of the Riga City Council, conditions for the preparation of a detailed plan or block plan.

1. Service requests
A person, his or her legal representative or an authorised person may address in person in the Transport Department of the Riga City Council, by sending an application by post, to the official e-mail address, use the portal www.latvija.lv and www.bis.gov.lv for requesting the service in order to receive technical regulations, conditions for preparing a detailed plan or locational plan.
Documents necessary for the receipt of the service: application for the preparation of a technical regulation/conditionality plan or block plan, land border plan, project solution in the master plan, topographical plan (also permissible submission of copies - audited documents)
2. Receipt of services
The service is received after an on-site check of the submitted documents or the mail or e-mail address specified in the application.
