Service channels
During the development of a building project, changes to the construction project shall be co-ordinated with the City Development Department of Riga City Council in the cases specified in Section 16 of the Construction Law.
Changes to the structure location, construction volume and facade solution are allowed after co-ordination with the City Development Department of Riga City Council. Changes may also include the construction work of the first or second group civil engineering structures, the first group building or the second group auxiliary building not provided for in the construction project.
The City Development Department of Riga City Council may refuse the harmonisation of changes or the amendment of the conditions of the construction permit if the intended changes substantially affect the architectural shape of the building or do not comply with the requirements of regulatory enactments, insofar as the control of these requirements is within the competence of the Department.
If changes are envisaged in the main type of use of the building, the City Development Department of Riga City Council, in accordance with Section 14, Paragraph five of the Construction Law, may decide on the need for a public discussion of the changes.
Changes to the works shall be allowed, observing the procedures specified in Section 16 of the Construction Law.
The altered parts of the construction project and the documents justifying the necessity of the changes shall be submitted to the City Development Department of Riga City Council, which shall take the decision within 14 days.
The service may be requested in person, by post and by electronic means.
When requesting a service in person, the client shall turn to the City Development Department of Riga City Council, leaving the documents in a specially designed filing cabinet.
When requesting the service by mail, the customer shall submit a completed application with the documents attached thereto. When requesting a service electronically, the client shall submit a submission, which has been prepared in conformity with the regulatory enactments regarding the drawing up of electronic documents, certified with a secure electronic signature and time stamp. For construction cases initiated after 31.12.2019. the service may be requested in the Construction Information System (BIS).
Service requests documents required:
“Application (Free Form)” completed (Form No. Da_159_v2) with the necessary attachments, depending on the changes/additions to be made.
If the administrative process of construction continues TO BE BIS, the paper-based documents will no longer be submitted.
2. Receipt of services
The service can be received in person at the City Development Department of Riga City Council, Dzirnavu Street
140, in Riga, or it is sent in a registered mail to the address indicated by the construction agent or electronically to e-mail (in the case of an activated official e-address account, the department will use the e-address primarily) or the Construction Information System (BIS).
Documents can be received on Tuesday from 9.00 to 13.00, on Thursdays from 13.00 to 17.00. In order to request receipt of documents, a previous record must be made by calling the Call Centre of the City Development Department of Riga City Council by telephone: 67105800.
