Service channels
Riga Social Service (hereinafter - Social Service) provides access to health care for low-income residents of the municipality of Riga, providing material support for health care, granting the following benefits:
1. For a person who receives an old-age or disability pension or a State social security allowance:
1.1. The benefit to cover the patient co-payment, up to a total of EUR 100.00 per calendar year. Such allowance shall not be granted to a person who, in accordance with the procedures specified in regulatory enactments, is exempt from the co-payment of the patient
1.2. A benefit for covering a patient co-payment for receiving a state-paid health care service if the guaranteed minimum income level is not provided to the family at the expense of the hospital and the payment of the apartment rent and utilities. The amount of the benefit is calculated according to the formula.
2. A benefit for the payment of the part of the costs of purchasing medicinal products and medical devices included in the list of reimbursable medicinal product
3. For persons with disabilities and pensioners with disease-induced intermediate and severe incontinence who do not have the right to receive such funds as compensated medical devices, the purchase of benefits for incontinence products and/or urinary tract catheters, up to a total of EUR 345.00 per calendar year. In order to receive a benefit for the purchase of incontinence products and/or urinary tract catheters, the client shall submit to the Social Service every six months an application and a doctor's expert opinion on the need to use incontinence products and/or urinary tract catheters.
A personal identification document must be produced in the social service and submitted:
1) a written submission, upon signing, adult persons shall give a permit to the Social Service
use the information available in local government and national data records on themselves and family members;
2) income and material resources supporting documents regarding themselves and family members and to be completed
declaration of means of subsistence;
3) documents certifying expenditure, not later than within two months from the time of the occurrence of expenditure.

The declaration of means of subsistence may also be completed electronically by using the portal Latvija.lv e-service “Application for the submission of a declaration of means of subsistence to the social service of Riga”.
2. Receipt of services
The allowance shall be paid by transfer to the account indicated by the person.
