Service channels
Part I of the Explanatory Memorandum shall be submitted to the portal www.bis.gov.lv/bis for the construction, rehabilitation, reconstruction, demolition of roads and streets in the following cases (Cabinet Regulation No. 633, Road and Road Construction Regulations):
1. the construction of technical means of the traffic organisation (excluding road marks, protective barriers, signals and horizontal and vertical markings);
2. the new construction, conversion and demolition of the first group of houses;
3. attachments to the construction of the existing municipal street network or the national local road;
4. the new construction, conversion and demolition of bicycle paths and pedestrian pathways;
5. the routes of economic operators for new construction, conversion and demolition;
6. second or third groups for the rehabilitation and demolition of roads and streets.
Construction planning documents can be received electronically in the Construction Information System (BIS).
1. Service requests
The service may be requested electronically in the Construction Information System (BIS).
Service requests documents required:
An application “Explanatory Memorandum for a Road Object” with the necessary attachments has been completed in the Construction Information System:
1. in the case of possession or use, a document attesting the right to propose construction if the relevant information is not available in the national information systems;
2. a co-ordination with third parties, the rights of which are affected, and other permits or conciliations in the cases specified in regulatory enactments (except for the case referred to in Section 14, Paragraph 1.1 and 1.2 of the Construction Law);
3. an explanatory description of the planned construction;
4. graphic documents;
5. a situation plan on an appropriate scale (M 1:25 0; M 1:50 0; M 1:10 00), stating the location of the site and its dimensions;
6. documents in accordance with technical regulations;
7. other documents, if it is specified by regulatory enactments.
2. A service charge
In accordance with the binding rules 01.12.2022of the Riga City Council No. RD-22-164-sn “On the local government fee for issuing a building permit and the local government fee for accepting the intention of building, making a note in an explanatory article”, the fee to accept the explanatory memorandum shall be paid:
1) for natural persons 1 decision - EUR 50;
2) for legal persons 1 decision - EUR 100.

The following shall be exempt from payment of the fee:
1) persons with Group I and Group II disabilities, low-income persons and repressed persons, if they perform construction projects and construction for their own needs (construction facilities - apartments, single-apartment or double-apartment residential houses, farm buildings, garages for individual use);
2) the recipients of a construction permit, if the construction has been financed in full for the resources of the local government budget or the construction of a social residential house is carried out in accordance with a decision of the local government;
3) electricity supply merchants who are licensed or comply with the regulations regarding regulatable types of public services, if the planned construction (the object of the construction intention) will be owned or used by the energy supply merchant and will be directly utilised for the production or transmission of electricity;
4) State administrative bodies.
