Entering into lease agreements with the owners of buildings regarding the utilisation of property (building) necessary for the operation of local government educational and cultural institutions. A rental contract for premises shall be entered into with the owner of the building or his or her authorised person, if the premises, in accordance with 13.12.2011 Decision No 3977 of the Riga City Council, is necessary to ensure the functions of the municipality.

1. Service requests
A person shall submit an application in free form together with the documents necessary for the receipt of the service to the Real Estate Administration of the Riga City Council Property Department.
The application may be submitted in person, sent with a secure electronic signature to an e-mail address or sent by post.
Receipt of services documents required:
1) an application in free form with the exact contact information of the submitter;
2) a copy of the cadastral survey file of the property to be housed;
3) * a copy of the mandate (presenting the original);
4) billing account properties.
* if the service is requested by the authorised person, the service request channel is in situ
(in advance by phone: +37167026382), presenting the original of the mandate.
On-site, the service is provided unless the parties have agreed to be accepted remotely (using one of the available online communication tools (Skype, Microsoft Teams, etc.)).
In cases where you need to limit or stop visitor recruitment, visitors are accepted remotely (using one of the available online communication tools (Skype, Microsoft Teams, etc.)).
In exceptional cases, where the issue cannot be resolved remotely, by allowing the arrival of visitors on site, the service may be provided on site at the Department of Personality's Customer Service Centre on Knights Street 10, Riga, only after a previous entry by phone number +37167026138 or +37167026151, or by specialists, assessing the urgency of providing it in each situation on an individual basis.
