" General provisions
1. These regulations determine the procedure for using e-services on the e-services portal https://latvija.gov.lv (hereinafter referred to as the service portal).
2. Terms used in these regulations:
2.1. authentication – the process of verifying the identity of a subject (user);
2.2. user – a natural person who uses the e-services available on the service portal.
2.3. electronic identification means – technical means and methods used to verify the identity of the user, for example, an eID card, mobile e-signature, internet banking, etc.
3. When providing an e-service requested using electronic identification means, the local government considers that the person submitting the e-service request (application) by authenticating themselves with the Single Sign-On module and the service recipient are one and the same person.
4. By agreeing to these terms and conditions, the user confirms that:
4.1. they will use the e-service in accordance with its specific nature;
4.2. they will not use the e-service for illegal purposes;
4.3. the e-service will be used in the interests of the user, not on behalf of another person, in order not to reveal the identity of that person.
4.4. the user undertakes to comply with data protection and privacy regulations when using the e-service.
II. User rights, obligations and responsibilities
5. The user is responsible for the accuracy and completeness of the information provided to the municipality.
6. The user is responsible for actions performed on the service portal using their authentication data.
7. When using the e-service, the user undertakes not to use words that are contrary to generally accepted standards of decency.
III. Rights, obligations and responsibilities of the municipality
8. The municipality shall respect the confidentiality of information about the user and his/her activities; this information may be disclosed to third parties only in cases and in accordance with the procedure specified in the regulatory enactments in force in the Republic of Latvia.
9. The local government has the right to unilaterally change the scope and procedure of the e-services provided.
10. The local government is not responsible for:
10.1. the user's actions on the service portal and any losses incurred if the user's authentication data has fallen into the hands of another person;
10.2. the use of e-services and its consequences if the user has falsified or illegally submitted the data requested therein;
10.3. disruptions in the operation of the service portal caused by electronic communication disruptions independent of the technical resources of the municipality or due to the use of the user's computer equipment.
11. The local government does not guarantee that the quality and scope of e-services will meet the user's expectations.
